Too bad about bicycles being against the Rules, although the reasons are understandable. A bicycle with a placard stating "Fences locked to this bicycle shall be removed" might be a bit humorous. Perhaps a child's tricycle?

Time to get out the blow torch. Get a bunch of junked bike frames... say 30 of them. Now go out in the middle of the night and weld the bike frames together around the fence interweaving them into the bars so that they'd have to cut through all the frames to get them off. Next day, just lock your bike to one of the frames that is there... that way you won't have locked your bike, or locked any bike to the fence.

Brilliant...postive humourous civilized activisim....Mrs Fence and the little ones should be proud..
I suggest something made from material..I recently ran over an old shirt with my lawnmower and it took a good half hour to unravel it from the blade...a real pain...perhaps a stuffed animal

Sounds like a great place to do a
bike lock test. Gather some samples
from Kryptonite, Abus etc and lock
them to the fence. I know from doing
similar tests that some won't come
off without a disc-cutter...
